How does the Castrol Index work (and why do they produce ridiculous results)?

For some weird reason, they rank Toni Kroos better than Fabregas, Xavi, and �zil. And for some other weird reason, the goalkeeper from Wolves jumped 2000 something places to be above van der Saar, Cech and Casillas. Could someone please explain to me how this came to be?
