What's happening with the New Zealand miners? Why is there a memorial service on?

I don't get it, none of the bodies have been recovered. Are they just uming that they are all dead. I know that it's unlikely that they're still alive but you can't just ume that they're gone. From Britain, heart goes out to the families.
