Is it true that the government has a submarine that could destroy the earth five times over?

I've heard from friends in the military that there is a submarine ship that is loaded with explosives that could destroy the world five times over- in case anything tragic happened where all people would die anyway, or if the earth needed to be eradicated. Has anyone else heard of this?
