A question about the seatbelt law.?

I know this is probably been asked loads of times but I culd figure out how to find it. Anyways I know its true that a cop can pull ya over for not wearing your seatbelt. But cant you just buckle up as soon as you know your getting pulled over and stay buckled then just say you were buckled the entire time and you feel harred? How des that work?
